Is there a way to make one person permanently not be able to see my status updates and pictures on facebook without unfriending him/her?

Unfortunately, no. You can block someone and pretend you've 'deleted' your account, but the problem is if they ask someone that you're friends with, they might rat you out by accident.

Yes, you can add them to your restricted list. They will only be able to see your public content.
