Not Unless They Are Tagged in the Note If They Are Than it Will Go To There Timeline Wall
Publishing it Just Posts it on your Profile to Post it to Someone Elses Profile you have to Either Copy the Link and Post the URL To the Note To There Profile or Tag Them Inside the Note

If it's privasy for public or friends it can see all friends timeline

No,it wil will not appear in friends's timeline.But it will appear in their news feeds.If you want to appear it in their timeline you can tage it with friends.
