It's an application that lets you see and change your account settings, like privacy controls, etc.

As in most things in the virtual world it is actually named after the dashboard in a car. It's one common place to get an overall view over the features you can view/control. Normally it is an abbreviated (or 100ft) view that you can click down into for more detail.
