if i clicked on the "create a group" button on facebook, would it allow me to create a secret, exclusive group that only people that i choose can acces?

Not really actually, you can just invite the ppl you want to but other ppl can still click like.

Yes it can. You can make a closed group which means you have to approve requests from people before they can see any of the contents.
