I'm new in Twitter. How to get more followers for begining as nobody will follow you if you have only 15 followers? THANKS!

Follow people that you find interesting and they do tend to follow back.
If the twitter account is for business reasons check out who your competitors have followed and are following and add them.
Follow people that are in the same field as you.
Make sure you add a follow me button to your website or blog if you have one
