It looks like they were trying to do a horizontal ("Japanese") emoticon. Here is a page that shows a bunch: http://www.japaneseemoticons.net/all-japanese-emoticons/
But it is a strange emoticon. I'm not sure what they were going for. Usually hashtags are used to denote blushing, but in your example, they are used like eyes. Sunglasses, maybe?
