click the settings wheel and change your preferences

Click on Chat setting ->Advanced Setting then check Chat on.

Most Likely its Because you Have Chat turned Off Turn it On And People Should Be Able to See you Online Again

Because your chat setting is turn off for that person.
If you want that your friend can see when you are online on facebook then you have to change the setting of chat for that friend.
For change setting you have to follow these steps-
Step 1. Open chat pop up of that friend.
Step 2. click on setting which sign is (*)
Step 3. choose turn on for chat.
