I messaged this girl saying " Hey (: " and she got on Facebook after I messaged her and she logged off then a little later she got back on and got back off. Why didn't she answer?

Probably because you are not a tall white guy. If you had been a tall white guy, she would
never have ignored you and she would have responded immediately. Girls always give
first class service to tall white guys. If you want girls to show you more attention,
you need to be a tall white guy.
