he follows very randomly, he followed my best friend who doesnt even follow him and she has never tweeted him in her life and in her icon, you cant even see her face so its not like he followed her based on appearance or anything. good luck, its literally random luck.

Why do anyone follow anybody? Post and hashtag things that might draw his attention.
