Okay, so I have an old twitter page that I deactivated. I just reactivated it again and it's still there, but I lost all my followers. Is it true, that if I leave it reactivated for 24 hours, I regain them all back?

If people have unfollowed you, you won't get them back simply by waiting. Just let everyone know you reactivated your twitter, and tell them to follow you again.

Yes, naturally you need to put the word out there that you have reactivated your Twitter account. Make relevant posts, be loud, be active again -- your past followers may find you once again and you can gain back the people you lost while the account was deactivated.
