There's this creeper/stalker thats following me, and i just really want it so that he cant mention me anymore. . . or just so he can't see my twitter or anything! What can i do?

Twitter's privacy capabilities are very weak. "Blocking" someone only prevents them from following you, but they can still mention you and see your public feed. The best you can do set set your profile to "private." That way, only people who you have approved to follow you are able to see you tweets.
