If you're not receiving the password reset email, it is possible that the email is being caught in your spam filter, or you mistyped your email when registering.
Try the following:
Check your spam filter
If no email is in your spam filter, try resetting your password through Facebook verification
If neither of these work, contact your email service provide to ensure that emails from the domain @instagram.com are whitelisted
If you've previously connected your Instagram account to your Facebook profile, it is possible to reset your password without receiving an email - http://help.instagram.com/409847499070242
