One of the persons it suggests is not my Facebook friend, but might be a follower? Or Instagram bug.

Tim...Instagram is owned by Facebook, so it's only natural that you will see suggested Instagram friends from your Facebook lists. There are other things you should be aware of that are happening due to the sale. Please read the article I reference.

No It Does Not Include Facebook Followers it Only Includes Facebook Friends
