Hashtag's started on Twitter as far as I know. It starts with an # follows by a word or words to catogorize what is being said on so I'll networks. For example: 'I'm stoked for #Halloween. My costume is epic!!' People could say hashtag epic fail to 'file' what they're saying under #EpicFail. Hope that helps and doesn't confuse you.
