How can I make it so anyone I want can upload pictures to my website?

My family owns several domain names. I was wondering if there was any sort of widget I could add that would allow this to be possible. My brother was recently married and there are collectively thousands of photos from dozens of people. Ideally, everyone could upload their photos to our website, and they or someone else could tag people and label photos. Like facebook and flickr photo albums in a wiki format so that anyone can upload a picture.

Does this exist yet, or do my dad and I have to sit down and write the code?
