How does facebook determine who is suggested on your 'close friends' list?

How does facebook determine who is suggested on your 'close friends' list?
Whenever I go on facebook, there is a bar on the top of my news feed suggesting a selection of my friends to become my "Close Friend". How exactly does Facebook determine who is suggested? Is it suggesting whoever starred you? Because some of the people on there, I don't even talk to or interact with very much at all.

It is determined by who has the most mutual friends and lives around your area

No clue. I'm confused about the various messages some people are talking about here. I've never received any warnings or anything. A couple of years ago I had some suggestions but I deleted them since I wasn't interested..

According to Facebook:
“By default, a changing selection of all your Facebook friends always appears under the Friends heading in the left column of your profile. This selection might include friends who you interact with the most in Wall posts, comments and mutually attended events. However, Facebook does not select friends to show based on whose profiles you choose to view or who you interact with over messages and chat.†|
