It's so people can search for other tweets containing that word.

It signifies that the phrase is now a direct blog link for other users to be able to search for and also comment towards.
For Example #CWC2011 is the blog link for the 2011 Cricket World Cup and opens up general discussion for multiple members not just members following that specific person. |

It's a hashtag. It is like you would want to put up something about it in your tweets like a subject of what you done. Like for example:
"i would want to quit now!" #rant in that phrase, you tweeted a rant and on that accord, the majority of people in the twitterverse could see that you used it as a hashtag. |
