Can anyone help me with this Twitter thing?

im trying to set my profile pictures... i will go into profile then i'll go to picture: browse...
after that i'll go in to my pictures and it's a JPG and it says it takes that so i clicked it then clicked OPEN and then i went down to the save button and clicked it... after that i waited and at the top of my screen it said failure loading...
i dont understand cuz it said "Maximum size of 700k. JPG, GIF, PNG"
does that mean it doesnt accept it? what can i do to set my picture... thanks for helpin

I had the same problem TODAY! There's a glitch on the site, but it simply corrected itself after many tries. Reload the page. Take a breather, and try later.
