You can use Ultra Surf a small free proxy software.

HMA VPN

Pros
This service has more than 32,000 IP addresses, 51 server locations around the world and 128-bit encryption. It also offers three virtual private network connection options. Additionally, you can use it on android and Apple devices as well as on desktop and laptop computers.

Cons
While this proxy service has great customer and tech support, we would have liked tech support to be around the clock instead of for 12 hours per day.

I recommend Squid Proxy. It is very powerful, and it is free.
Been using it for ages, and I've never been let down.

Assuming you want to control internet traffic for multiple users - Squid has a really cool http and https section where you can create groups (bad sites, IPs (internal and/or external)) and control access based on any rule you need, time based, date based, permanent etc...

I would avoid proxies at all cost and stick to VPN's. I've used this one for years http://www.surfbouncer.com
