I recommend Squid Proxy. It is very powerful, and it is free.
Been using it for ages, and I've never been let down. Assuming you want to control internet traffic for multiple users - Squid has a really cool http and https section where you can create groups (bad sites, IPs (internal and/or external)) and control access based on any rule you need, time based, date based, permanent etc... |

I would avoid proxies at all cost and stick to VPN's. I've used this one for years http://www.surfbouncer.com
