If you can, then use both KW's in you title plus in your h1-tag.

Yes you can use multiple keywords. However, do not just fill your page with keywords or Google will penalize your website. Try to find the best long tail keywords for your website topic.

In tags, normally. In content, well, develop good content for the keywords. The length has to be good enough to support the right amount of keywords, otherwise you'll only be stuffing them in without any result and in fact this could result in Google removing your site altogether.
