What Facebook privacy option is this?

When you can actually view the picture of your tagged friend but you cannot view the whole album.
For example, a friend of mine has been tagged in a photo by another person (who is not a friend). I can just see my tagged friend's picture but not the whole album where the picture is.

i think it happens when the person who has the album on their profile has high privacy settings and you aren't their friend so it only lets you see that one photo. So when they let you see the whole album its probably because their privacy settings arent as high, so you can view their profile, pictures, and albums

Friends only - friends can see pictures your tagged in in other friends albums.
