Just curious and how do hashtags trend, does the Twitter company choose?

Obama has just royally PO'ed a whole bunch of people today.
As he has been doing on a regular basis ever since he won the 2012 election. He may leave office as the most unpopular president ever. And he doesn't seem to care. |

Usually Liberals and pro Obama people jump on and take over the hashtags to mock the conservatives. It can be quite entertaining.

The trends are based on what the users are tweeting about. Often people post anti-liberal or anti-obama posts. So when many users are tweeting the same hashtags it becomes a trend. Twitter doesn't choose.
