you can look up auto following systems where your account will start following people. When those people (usually spammers) get followed by you, they have a similar auto follow system and they will automatically follow you back. When someone follows you, you can auto follow them too

But the best way is just to be a good twitter-er and engage in conversation with people answer their questions and share media or helpful/cool websites with your followers. If you do the auto follow thing, your stream will be full of spammers and then you have to make a twitter list just to see the tweets of people you actually want to follow.
