Well, I have a quotes account too that I just started and some popular people are following me. What I do, and tell your friend this, is to follow a lot of the popular twitter quotes accounts and ask them for shoutouts and such. Most of the time, on your Twitter timeline, they will write things like 'First 50 to Retweet gets a follow back!' or things like that. Just follow and retweet. Also for followers, post good tweets. for me, I post tweets about Teenager quotes and things that relate to us teens (I'm 15) My twitter is: https://twitter.com/#!/LovelyQuotesCA BTW, I couldn't find her twitter page.
