I would like to make a group on Facebook, so I will automatically become the admin. Can I do that privately?

Yes once you make the group you would be admin then you could promote others as admin if you want. Just make sure the privacy setting for the group has a lock symbol which is closed group. So no one outside of the group could see what's going on inside.
