How can an elected member of congress change parties and retain legitmacy under a different party? Twitter it.?

The legitimacy comes when the party leaves the elected official. The Democratic party, as an example, has moved so far to the left, so fast, that moderate Democrats may feel left at the station. Many lifelong party members certainly feel that way right now.
