'Hey *insert name here* I am your biggest fan, and I think you're awesome'.
This is simplistic, and states what you want to say based on your question. However, I'm sure he's heard this all before. You need to be much more *BAM* in your face for him to notice, let alone read and answer.

Let's try again.

'HELLO! This is my 1000th TWEET! DEDICATED TO YOU! Your acting inspires people world wide.'

This will hopefully grab his attention, as the capital letters will gain his focus and make him think "Ooh, what's this about". But it doesn't sound special enough to me. I mean, it is something different, but it isn't personal.

One more time.

"HEY I've reached 1000th tweets.I DEDICATE this tweet to you. I ADORE you and your acting INSPIRES me.'

This sounds different, and it's personal. It shows how much you love his acting, and like him. But, I don't really know how to make it much more special.
