It depends a lot on the individual child rather than a specific age. I will answer more specifically, however, because I DO have a teenager daughter. The age she does things may not be the same for my other daughter (significantly younger), though.

Have A Facebook Account:
-- She has one, and has since she is 13. I didn't really care when she got one, we had a talk about keeping yourself safe online and decided to wait until she was 13 to gain an account, and I respect and trust that she will stay as safe as she can on there.

Have Cell Phones:
-- She's had a cellphone since she was 7, same with my other daughter. This wasn't for social texting and calling, but rather for a way for me to get in contact with them if something happened. We live on a big property, it's sometimes hard to find the kids, LOL. She started using the cellphone more for friends when she was about 12-ish, it was just a gradual change of adding more contacts as she got older.

Wear Makeup And Jewelry:
-- I've never had a rule for this. I don't own much makeup, though, so she wasn't really young. When she was younger she was also a big tom boy, so makeup and jewelry never interested her. Now (13) she may wear a little bit of makeup when we go out and has her ears pierced and will maybe wear a necklace as well.

Have Boyfriends:
-- No rule. I could say 'You can not have a boyfriend until you are _____', but she may very well go behind my back and that would be worse than her having a boyfriend young and being open to me about it. That being said she has never had a boyfriend and tells me she's not really interested in any boys she currently knows.

Go Shopping By Themselves:
-- When she shows an interested, which hasn't happened yet. For the first few shopping sessions, however, I would want her to go with a friend or friends rather than completely alone.

Have Their Own Computers, TVs, etc:
-- We're not big TV watchers in my house, so I'm not sure if she ever will. We have two; one in the lounge room and one upstairs, but neither are watched very much. When it comes to computers I'm open to it when she asks for a personal one.

Have No Bedtime:
-- She hasn't had a bedtime since she was 5. I don't set bedtimes with my family; go to sleep when you are tried.

Pick Out Their Own Clothes:
-- She has since she was at least 5. I don't really care what my kids wear, as long as boots are worn around the horses I really don't care what else (reason for this is safety, not fashion).

I'm a parent, obviously.
