I think that you should tell your brother and see if he can ask his girlfriend to ask her if she likes you. No, I wouldn't think there are any restrictions because it is really cute when two sisters go out with two guys who are brothers. So I think you are all set, you could also try to do low key flirts with her and see if she flirts back. I would try those two things if I were you.
