how can i get a modification fot child support for new york?

Sorry, but he has to make an official request at the child support enforcement office in the county in NY in order to get a modification. They are required to help under federal law, but he has to do it in person. Has he contacted the child support office in Florida to see if they would be willing to petition NY to get jurisdiction over the case?
