This is rather curious.
In all honesty, none of us can truly answer this question because only you - or whoever it may concern - can do something about the relationship.
In a serious case, he could be violating your personal space - which is against the law. In a relationship you both need to be aware that you need space and you need to help each other, not try an uncover anything that may or may not be going on outside of your relationship.
I won't say BREAK IT OFF WITH HIM, because I don't know the relationship personally, but, in all honesty, whoever it is needs to seriously consider what is going on, then maybe ask a close friend for advice before pursuing the decision to stay or leave.
