Find a search angel. Go on Facebook and ask your friends to post it as well, that a "search angel" is needed to find a child that was placed for adoption. There are quite a few of them out there!

Perhaps your mom could contact the agency that took care of the adoption and petition her information, in case your brother comes looking for information, or his adoptive family. It's possible that they may have made their information open to her as well.
