why is there no accounting for how child support money is spent?

Why not? Because the government has no say in how you spend your money. I also do not think guardianship should be based on income. Having money doesn't make you a fit parent nor does it guarantee that a child's needs will be met simply because you have the means. Besides, even if the parent with the higher income has custody that doesn't end the other parent's obligation to pay child support.

I absolutely agree that it is disgusting when parents use the money they receive for child support for unrelated expenses to the detriment of the child. However, I don't think requiring parents to provide the state with a breakdown of how the money was spent is appropriate. I don't think the system is flawed at all. It's the people who misuse money designated for the upbringing of their child that are flawed.
