you should record EVERYTHING that they say to you, write down every detail. keep a dairy of the amount of times they contact you, time, date, etc. Print off emails, and go straight to the police. Because the police can arrest some one with eveidence. (the emails and the diary in which you recorded) Contact the police in you state aswell as the other state. Even though its over the internet, it is still harrassment and its an arrestable offence. also contact facebook HQ, or just block the person lol.
