There is no such proxy you can always rely on. Your network administrators will be blocking new proxies as soon as they find them.

This is a proxy I created today.
http://www.fastproxyfree.com/
Probably this will work for you (for few days though)

Or one more option is to keep your own private proxy, that's what i do.
Just install a proxy script (like phpproxy) on a web server and dont share
the url with anyone.
