Well for starters you need to figure out what kinda twitter account you want to make! Are you trying to promote a business? Promote a brand? Or just have fun? Once you figure out what you want you have to figure out your niche (target audience) and tweet things they'd find relevant.

You also need to advertise yourself on other websites to get a head starts, check out the following article, ignore the fluff, for places to promote
