Is their any Proxy to get around a banned website?

I believe, if the website has not banned your "http" (something like that) you can sign in as another user by creating another account, or use another computer and start an account there. Say, you had roommates, not all of you would be banned, right? Also, I think you could upload whatever browser you have all over again, but that is a lot of trouble to go through, I mean A LOT. My husband is the pc geek and he's not home now, sorry such lame attempts at pc lingo, clearly my husband could better inform you, but I think you get the gist (LOL) I THINK!!!
