You send a message to someone on Twitter by putting "@Accountname" and then writing whatever you're going to write.

Anyway, Justin Bieber probably gets thousands of messages sent to him every minute, so the chances of him ever reading your message is very small, in fact there's no way he would be able to read 99% of what is sent to him.
