it will help doctors whose patients are not paying their bills because they don't have health ins, and this is more likely to happen in hospitals than in private practice

right now, private practice mds can turn away patients who don't have insurance, or can't pay up front, or are on medi-caid - but most hospitals can not do that, they must take any patient that comes into an emergency room, and they may not refuse to treat a patient for any reason

so hospitals rarely get paid, because most people who have insurance go to their private doctor, and most people who do not have insurance end up in the emergency rooms
