Engage with them. Respond to something they've tweeted and let them get to know you. Give them a reason to want to follow you back other than just asking them to follow you. Post links to interesting stuff and write interesting tweets. Twitter is a social network, so therefore, you need to be social. Retweet other people's items and they're likely to either follow back or at least Thank you for it which gives you the opportunity to further engage with them.

Find people to follow who are interesting to you and who have a good ratio of people they follow vs. the number following them. Don't just go follow celebs and others who will not be following you back.

Do not use an auto follow application that promises you a bunch of followers. They are garbage and many of them will hack your account and spam all of your followers.
