How do I generate interest in my new thriller/horror book on a tight budget?

You should try adding it to reader sites like http://www.shelfari.com - thats where I go to find new books to buy (you cant purchase them on this site) its free to access and is global.

If I were you I would create a youtube post about your book - do a little finger-puppet short or something creative that makes people want to watch it.

The internet is an awesome place to get noticed - you can create a twitter page for your lead character - make up tweets of what they could be doing throughout the day - if you follow some popular people you can have loads of followers in no time.

Donate some copies to your local libraries/schools so that people can borrow a copy for free and get into your style of writing. Maybe they will let you do a reading too - you can sign copies for people to purchase.

Contact your local newspaper maybe they will want to do an article on your success.
