No. If you want to effect legislation, you need to join a political activist group, They pressure congress to vote in specific ways. The people are lobbyists too but few participate. Also you can contact your representatives on your own. They are supposed to vote the way their constituents want but if nobody tells them, they will vote with their own issues and/or peer pressure from their party.
