how can a new upcoming self-published author get their book reviewed?

You'll have to provide review copies, either physical or electronic versions. If your local paper has a book review section then they might be interested in reviewing a book by a local author. Many communities are interested in supporting local authors. Also, check your local library to see if they'll carry a copy of your book. You can see if your local TV stations are interested in interviewing you about your book. Some might be, some not. I've seen local authors interviewed on my local news programs and in the local newspaper. Don't know about self-published, though. The ones I've seen have been commercially published, but some papers and TV stations might be open to self-published authors. You'll never know until you try. You can also check the local bookstores or other shops around the area to see if they're interested in hosting a signing for you. See if any book review bloggers will be interested in reviewing your book.

Just some ideas.
