How should I contact a girl I like?

There's this girl that I have a crush on that worked at the pool this summer. I met her toward the end of the season so I didn't have a lot of time to talk and get to know her. She's really cute, smart, and sweet and is the perfect girl for me. She doesn't have Facebook or twitter and I don't know her cell phone number. We also go to different schools but they are close by. For the past couple of months, I have been going for walks in hope of running into her around my neighborhood but haven't had any luck. I do know her home phone number but I got it through white pages. I don't want to call that number since she doesn't know that I know it. I think I also found out her email but I'm not sure if it's correct. How should I contact her? If I had more time I would keep doing what I'm doing but I only have a couple weeks to at least open communications. What can I do?
I'm 17, almost 18 and she is 15, but I'm not sure when she turns 16. (By the way, the age of consent is 16 where I live)
