I think first you should write "i follow back" on ur profile- this attracts many followers. Ask your followers to retweet if they liked your tweet, so that their followers could see it and if they like it they'll follow you, and the chain will go on. You should follow some nice people and ask to follow back. Beliebers are very good and nice people so if you are not a bieber hater you must follow them and talk to them.
