How much personal access does a Facebook network administrator have?

The answer to both is yes. Network administrators know, in a general way, what's going through their systems - it's part of their job. Whether they want to actually sift through zillions of data packets just to find out what you are doing is up to them. It can be done though and isn't that hard.
