Photoshop Express - Free

Display the image on the full screen within the pictures app.

Touch the screen and pinch out to enlarge the image as much as you’d like.

Move it left, right, up, or down to show as much of it as you want on the screen.

Take a screen capture of the image by pressing the volume buttons (+ and –) at the same time.

The buttons are on the top edge of the tablet.
