Should I ask him out. Does he like me?

We have one class together and he always stares at me. He sits a row beside me, but one seat back. For some reason he always states at my legs and sometimes my face and body.. He also said hi to me, but he looked kind of nervous. He has a girl that's his friend in class that he flirts with, but I think that's his personality. Anyway he always seems like he wants to talk but is to shy to. What should I say to him to get him to talk. I said hi to him on facebook but no reply. There is also a vibe that even my friend said he is interested.. So does he like me? And how should I take our relationship (barely anything lol) to the next level? Help please
