Hi,
Wi-fi is a public acronym for for IEEE 802.11-wireless LAN (WLAN). Wi-Fi or wireless fidelity lets you connect to wireless networks through wireless hotspots through any compatible device. So if your smartphone is Wi-Fi capable it means it can connect to Wi-Fi networks. Now this connectivity can also be to the internet.
There is no charge to connect to compatible wireless devices but if you plan to access the internet, you might have to pay depending on the provider of the hotspot. Many providers provide their customers with free wireless while other charge depending upon your usage.

Facebook application gets you updates from friends through text messages and hence you can work on the app without internet. The only cost you will incur is the charges on text messages by your service provider.
